On the EHF Congress in Vilamoura in Portugal in 2006, it was decided to introduce a new qualification system for the European Championships. This was formally adopted on 26 January 2008 to the 9th EHF Congress in Lillehammer (Norway).

Directly qualified are accordingly only the host ( Austria ) and the defending champion (Denmark). All other nations have to qualify in a group system for the tournament.

Total reported - in addition to Austria and Denmark - 36 national teams for the qualifying round. These were divided at the draw on 18 April 2008 to 7 groups, there was a group of 6 teams and 6 groups of 5 teams. The teams now disputed against each group opponent a return game. The top two teams in each group qualified for the European Championship.

First reported also Georgia and Moldova. Both nations withdrew their participation but later returned.
