2010 Lisbon summit#Strategic Concept

The NATO Strategic Concept 2010 by Anders Fogh Rasmussen, Secretary General of NATO, created independently after consultation with the Allies, presented to the public at the NATO Summit in Lisbon in 2010 on 19 and 20 November 2010 and approved by the representatives of the Member States.

It replaces the Strategic Concept of the Alliance in 1999 and is (as of January 2013) by the year 2020.

Content

Alliance case

The Alliance sees the content of Article 5 for national defense ( defense clause ) is still considered his main task.

Nuclear weapons

  • Nuclear powers in the Non-Proliferation Treaty (China, France, Russia, UK, USA )
  • Nuclear powers outside the Nuclear Non -Proliferation Treaty (India, North Korea, Pakistan)
  • Unexplained nuclear powers outside the Nuclear Non -Proliferation Treaty (Israel )
  • Member States of the nuclear sharing
  • Former nuclear powers

NATO is committed in principle to the concept of disarmament, but wants the Nuclear deterrence practice, as long as nuclear weapons exist.

Cooperation with Russia

The cooperation with Russia should be intensified.

Missile defense

It is a joint missile defense shield to be established. The shield is designed to protect the entire European NATO territory from attacks by guided missiles. Russia should be involved in the planning and implementation.

Cyber- attacks

On the possibilities of attacks on and via the electronic communications infrastructure has been discussed explicitly. After the document is to be proclaimed, but only follow consultations under Article 4 for such an attack is not the case of alliance.

Crisis Management

Through closer cooperation with the EU, the UN and non-governmental organizations have pushed NATO wants a networked security approach ( comprehensive approach ) promote, which is considered to address new challenges as indispensable.
