Allan Wagner Tizón

Edward Allan Wagner Tizón ( born February 7, 1942 in Lima) is a Peruvian diplomat and politician.

Life

Study and diplomat

Wagner Tizón began after school to study engineering at the Universidad Nacional de Ingeniería (UNI ) and at the Universidad Nacional de Trujillo ( UNT ). He also holds a degree in the subjects humanities and law at the Pontifical Catholic University of Peru ( PUCP ) and the Universidad Nacional Mayor de San Marcos ( UNMSM ).

In May 1963 he entered the diplomatic service and was initially arranged for the General Agreement on Tariffs and Trade ( GATT) in the Ministry of Foreign Affairs, before he was transferred as a commercial attaché at the embassy in Switzerland. After his return and the visit of the Diplomatic Academy, he worked as Third Secretary with the Cartagena Agreement of 26 May 1969, which led to the creation of the Andean Pact. In addition, he was 1968-1971 Representative to the Latin American community for free trade ( ALALC ) in Montevideo and then to 1975 Second Secretary and Head of the Economic Department of the Embassy in the United States. After he returned to Peru, he was First Secretary in the Department of Technical Cooperation and International Finance Ministry of Foreign Affairs and in 1976 Director of Economic Relations with Latin America and integration. After use at the Embassy in Chile from 1978 to 1980 was Wagner Tizón head of external relations of the Andean Community and in 1983 Head of Cabinet of the Foreign Minister. He was most recently between 1983 and 1985 head of the Office of the Embassy in the United States.

Ministers and ambassadors

He was appointed in July 1985 by President Alan García as foreign minister in his cabinet, and held that office until May 1988. Subsequently, he was the first ambassador to Spain and then from 1990 to 1992 in Venezuela. After the dissolution of the Congress by President Alberto Fujimori in April 1992, he was recalled as ambassador, but lived until the end of Fujimori's presidency in September 2000 in exile in Caracas.

Later, he was between 2001 and 2002 Ambassador to the U.S. before he was subsequently appointed in July by President Alejandro Toledo again as foreign minister and occupy this position until December 2003.

Between December 2004 and July 2006, he was the successor of Guillermo Fernández de Soto Secretary General of the Andean Community. Following appointed him, elected as president Alan García to the defense minister in his cabinet, where he served in this capacity from July 2006 to December 2007.

In January 2008, he was diplomatic representative of Peru before the International Court of Justice because of disagreement between Chile and Peru over maritime zones as well as in February 2008, Ambassador to the Netherlands.
