Berlin statement

Amrullah Saleh and other opposition politicians are calling one conducted by the UN transparent peace process for Afghanistan, which includes all groups in the negotiations. It is criticized that the negotiations solely between the U.S., the Taliban, Pakistan, Gulbuddin Hekmatyar and Hamid Karzai to take place. This excludes the representatives of about 60 % of the Afghan population ( Tajiks, Hazaras and Uzbeks ), although these end of 2001 when United Front ( Northern Alliance ), the Taliban removed from power and the transitional government under Hamid Karzai supported. In January 2012, Amrullah Saleh signed with the National Front, which is regarded as the successor organization of the United Front ( Northern Alliance ), and U.S. Congressman after a meeting in Berlin a joint statement in which among other things says:

"We believe firmly that any negotiations with the Taliban may be acceptable and therefore effective only if all parties involved in this conflict, are also involved in the peace process. The current nature of the discussions with the Taliban is flawed, as it excludes anti- Taliban Afghans. It must be recalled that the Taliban extremists and their al-Qaeda supporters were of the Afghans who resisted extremism, defeated, with only minimal ground support of [ special forces ] United States and the international community. The current negotiations with the Taliban are not aware of the risks, sacrifices and legitimate interests of Afghans who have finished the brutal oppression of all Afghans. To speed up the withdrawal of international forces, the participants believe [ this conference ] because it is essential to strengthen regional and national institutions that are holistically and represent the concerns of all communities of Afghanistan. Participants are responsible for a change in the electoral system from a single non- transferable vote towards a nationally accepted variant of the proportional representative system with equal opportunities for independent candidates, political parties, or tribal representatives. We also support the direct election of governors and the empowerment of provincial councils. Directly elected [ by the people ] governors and provincial councils should be provided with the authority to create budgets and create revenue streams to lead the police and the health care system and establish authority over education, as they wish. "

The Asia Times analyzed "how the groupings of the Northern Alliance to see it pursued Pakistan [ supporters of the Taliban ] a strategy of sitting it out in relation to the period from now until 2014 - the date for the withdrawal of U.S. troops - and then the Taliban re- to regroup and make an attempt to seize power in Kabul itself. 's strong unity [ of the Northern Alliance ] in Berlin shows that they do not just stand on the edge and exclusive U.S. -Taliban Pakistan deal that is imposed on their nation [ and from which they are excluded ] are soft.
