Apophasis

A Praeteritio (also preterition, latin praeterire, pass over, leave out ') or paralipsis (also Paralipsis, Greek παράλειψις paraleipsis, omission ') is a rhetorical figure in which one pretending to be a topic to want to go ( a thought, an object ), but it just does mention by this announcement and so extra attention.
