ATA Carnet

An ATA carnet (also ATA Carnet ) is one of 73 states recognized customs document ( TIR ), which simplifies the handling for a temporary import of goods into a country under the ATA Convention and accelerated.

The acronym stands ATA ( German as " temporary admission ") for the Anglo-French word combination " Admission Temporaire / Temporary Admission ."

The special and at the same time the main advantage of this method over a temporary import outside of the ATA method is that no import duties are in third countries the process connected payable for the imported goods. An ATA carnet may be issued for different types of merchandise using. Since the Parties handle this differently, here are the generally accepted usage types are:

  • Fair and Exhibits
  • Commercial samples
  • Professional equipment Goods for use for scientific / cultural purposes
  • Goods for use at sporting events
  • Equipment for film, press, radio, television

The goods must not be consumed. Brochures, so-called " giveaways " and the like are therefore permissible as little carnet goods such as perishable goods. The shipper must ensure that the same product that was introduced, is also running on time again. The customs authorities may ( as in textiles ), check this by Abgleiches the serial numbers of devices, comparison of photos of the commodities, checking a before export sewn into the fabric inch cord. We call this kind of backup ' their identification. "

The validity of a carnet is one year. The deadline for re-export from the importing country can deviate significantly. The TIR system is governed internationally by customs agreements of the World Customs Organization ( WCO). It is used by the International Chamber of Commerce ( ICC) through its sub-organizations - the World ATA Council ( WATAC ) and the World Chambers Federation (WCF ) - managed. ATA Carnets are issued by a network of chambers of commerce and similar organizations that belong to the international ATA guarantee chain. Exhibited they are of council responsible for the consignor Chamber of Commerce, as in Germany, the Commerce and Industry Chamber of Commerce (ICC ) or in Austria Austria Chamber of Commerce. The Chamber of Commerce organization vouches towards the organization of the importing country and in turn their customs authority in the amount of rest on the imported goods import duties.

The German Chamber of Commerce organization covers this levy risk over the Euler Hermes AG in Hamburg, Germany, which is thus responsible for the cleanup of all improperly closed Carnets. That is, the product should not be timely re-exported from the importing country, Euler Hermes will pay the import duties to the third country and this can be then reimbursed by the sender of the goods as the real debtor.
