System

The Euro Vision Song Contest 2004 marked the first participation of Serbia and Montenegro since 1992. Both transmitter, the Serbian Broadcasting Corporation ( RTS ) and his Montenegrin counterpart ( RTCG ), decided to conduct a joint preliminary decision. Each broadcaster sent four songs, plus, 16 additional posts that have been searched internally nationwide. While RTCG opted for an internal selection, RTS used the Beovizija for preselection, which was held for the second time in 2004.

The system remained basically the same as last year and was also adopted by the Evropesma. Nine juries awarded points from one to ten, with ten being the highest possible value. However, the ninth jury was the result of a phone vote.
