Bio-economy Research and Technology Council

The Research and Technology bioeconomy, since 2012 BioEconomy Council ( BÖR ) was created as an independent advisory body of the German Federal Government, which should support the development of the bioeconomy in Germany. In the European Research Area, this concept of knowledge-based bioeconomy is known as Knowledge Based Bio Economy ( KBBE ). The first period of work of the Research and Technology Council bioeconomy was set at three years and lasted from 2009 to 2012. BioEconomy Council as the advisory body launched in early autumn 2012 in its second phase of work.

History

The Research and Technology bioeconomy was founded by the German Academy of Science with the support of the Federal Ministry of Education and Research (BMBF ) and the Federal Ministry of Food, Agriculture and Consumer Protection (BMELV ). For the first time a policy initiated by the Council was set up by a National Academy of Sciences in Germany.

The Council was financed by the German Federal Ministry of Education and Research. Administratively, the Research and Technology bioeconomy was settled by 2009-2012 at acatech in Berlin, the German Ministry for Education and Research acted as an interface to the federal government and other ministries.

Composition

The composition of the Research and Technology Council bioeconomy designed after professional and research structural criteria. The appointment of the members of the Council by acatech pursued his goal of mapping all the fields of competence of the bioeconomy. Most notable here were agricultural science subjects, such as soil and land use, plant and animal breeding, and agricultural economics, but also the areas of biotechnology and energy provision. Since 2012, the Council is appointed by the BMBF.

Tasks

The Research and Technology bioeconomy saw itself as an independent scientific body of policy advice that wanted to actively support the development of the topic bioeconomy in Germany. Here, the Council intended

  • To provide an overview of opportunities and prospects in the subject field bioeconomy in Germany,
  • Scientifically based recommendations for measures to improve the framework to make,
  • To develop scenarios for the structure of the framework in the research, education and youth development,
  • With respect to an optimized vote to expedite the development of a network of relevant actors from science, business and politics on strategic issues.

The objectives of the Council included in this context

  • The analysis of scientific objectives in the segment of the bio-economy at the federal and state level, within the EU and other international partner countries,
  • Improving the framework conditions for the bioeconomy,
  • The promotion of national and transnational research collaboration
  • The accelerated development of innovative technologies in the bio-economy segment,
  • Shortening the Time-to-Market/Produkteinführungszeiten in the field bioeconomy,
  • Coordination with the objectives and contents of the high-tech strategy of the German government,
  • Improved co-operation of the affected areas along the value chain.

Publications of the Council

The results of the Research and Technology Council bioeconomy were published in the form of advice and recommendations. So far, the following publications have appeared:

In addition, the BioEconomy Council gives out the series "Reports from the BioEconomy Council ". These include topic-specific trade publications, project and conference reports, for example, the topics of biotechnology, animal, soil and plant research as well as for aquaculture in Germany.
