Ney graduated in 1976 graduated from the Ohio State University with a Bachelor of Science and was subsequently employed in the public service in Ohio. From 1981 to 1983 he was a member of the House of Representatives from Ohio from 1985 to 1995 he was a member of the Senate of Ohio. As a member of the Republican Party, he represented from 3 January 1995 to November 3, 2006 the 18th electoral district of Ohio in the House of Representatives of the United States. In October 2006, Ney known for conspiracy and false statement in connection with the Jack Abramoff scandal - guilty. On 3 November 2006, shortly before the U.S. Congressional elections, he resigned from his post.
