Carlos Lozano de la Torre

Carlos Lozano de la Torre ( born February 9, 1950 in the United States) is a Mexican politician of the Partido Revolucionario Institucional (PRI ) since 2010 and Governor of the State of Aguascalientes.

Biography

After school he studied engineering science at the Universidad de Monterrey (University of Monterrey ), and then completed a postgraduate course in the UK in the fields of development planning, industrial development and urban construction.

Upon his return to Mexico, he became in 1974 the first Minister of Economic Development ( Secretario de Desarrollo Económico ) in the government of the state of Aguascalientes and held this office during the office hours of Governors José Refugio Esparza Reyes and Rodolfo Landeros Gallegos until 1986. 1992 he was Governor Otto Granados Roldán again appointed Minister of Economic Development of Aguascalientes and belonged to the Government of the State another six years until 1998.

After that he was appointed by Governor Ricardo Monreal Ávila Minister for Economic Planning in the Government of the State of Zacatecas and held this position until 2004.

He then ran in 2004 unsuccessfully as a candidate of an election alliance of PRI, Partido del Trabajo (PT) and Partido Verde Ecologista de México ( EMPA) for the office of mayor of Aguascalientes, but lost to the candidate of the Partido Acción Nacional ( PAN), Martín Orozco Sandoval. After that, he was from 2005 to 2007 president of the PRI in the state of Aguascalientes.

In 2006 he was elected a member of the Senate of the Union Congress and Mexico belonged to this until 2010.

Lozano received in the gubernatorial election on July 4th 2010 49.1 percent of the vote and was able to this time almost against his rival candidate of the Christian Democratic and conservative PAN, Martín Orozco Sandoval, enforce, who received 43.7 percent of the vote.

On 1 December 2010 he joined the Office of the Governor of Aguascalientes officially and thus became the successor of Luis Armando Reynoso Femat ( PAN).
