Carlos P. Garcia

Carlos Garcia Polestico (* November 4, 1896 in Talibon; † June 14, 1971 in Quezon City ) was a Filipino politician, and the eighth President of the Philippines.

Studies and political career

The son of a mayor studied law at Silliman University in Dumaguete and the Philippine Law School. In 1923 he earned the degree of Bachelor of Laws ( LL.B. ).

Garcia began his political career in 1925 as a member of the House of Representatives. There he represented the third district of Bohol. Later, he was from 1931 to 1941 governor of his home province of Bohol in the Visayas island group.

In 1941 he was elected Senator. Then he represented until 1953, the interests of the " Nacionalista Party" in the Senate of the Philippines. During the Second World War, Garcia was active in the resistance movement. In the 1st Congress of the Philippines from 1946 to 1953, he was also chairman of the minority in the Senate.

Vice President and Secretary

In 1953 he was elected as the candidate of " Nacionalista Party" Vice President of the Philippines.

At the same time, the then President Ramon Magsaysay appointed him to the Minister of Foreign Affairs 1953 until 1957. As such, he led the 1954 conference of Manila on the establishment of the Southeast Asia Treaty Organization ( SEATO ) was decided. In subsequent years, he then led the Philippine delegation at the meeting of the SEATO in Bangkok, Karachi and Canberra.

President of the Republic of the Philippines 1957-1961

After the death of President Magsaysay in a plane crash on March 17, 1957 Garcia was as vice president first acting president. End of the same year he was elected for a four -year term as president.

During his presidency on December 30, 1957 to December 30, 1961 increased it to one of the Philippines traditionally strong relations with the U.S. and looked to the other closer relations with other non-Communist countries in Asia. Domestically, he was driven by his "Filipino First" - famous policy. This " first Filipinos " policy attempted to pass from foreign to Filipino hands the control of the economy of the country. Furthermore, it was concluded that " Bohlen- Serrano Agreement" in his tenure that led to that the guarantee of existence for the U.S. military bases from 99 to 25 years ( with an option to renew for five years) was shortened.

However, in November 1961, he defeated his challenger, the Liberal Party and incumbent Vice President Diosdado Macapagal. After this defeat, he retired from active politics.

Political action in the Marcos era

On June 11, 1971, the then President Ferdinand Marcos appointed him president of a commission to draft a new constitution. Even before Garcia was able to take this office, he died three days later.

Garcia also wrote poems like Batan -ong Pilipinhon (Filipino Youth ) and got it the nickname " Prince of Visayan Poets". In his honor, was a town on Bohol Pres. Carlos P. Garcia called.
