Carlota Perez

Carlota Pérez ( born September 20, 1939 in Caracas ) is a Venezuelan scholar and expert with a focus on technology and socio-economic development; it is best known for her concept of Techno - Economic Paradigm Shifts and her theory of the "great surges ", a development of the Kondratieff cycles.

Pérez, who lives as a consultant in her hometown of Caracas, is Honorary Research Fellow at SPRU Centre at Sussex University and Adjunct Senior Research Fellow at the United Nations University, Institute of New Technologies, Maastricht. Currently she is a Visiting Senior Research Fellow at the Cambridge Endowment for Research in Finance ( CERF ), Judge Institute of Management, University of Cambridge. Since the fall of 2006, she is Professor of Technology and Socio -Economic Development at the Technical University of Tallinn in Estonia.

Pérez has held various positions in the public service in Venezuela, including as Head of the Department of Industrial Policy in the Ministry of Economic Affairs (1980-1983), and was later a consultant, among other things for INTEVEP, the research division of PDVSA, the national oil company. As an international consultant she has, inter alia, for OECD, UNCTAD, UNESCO, UNIDO, UNDP and the World Bank worked, as well as for governments, development banks, etc. of the countries Chile, Peru, Ecuador, Uruguay, Argentina, Colombia, Dominican Republic, Brazil, Canada, Norway and Estonia.
