Central Register of Foreign Nationals (Germany)

The Central Register of Foreigners ( AZR ) is a German database, stored in the approximately 20 million personal records to foreigners. Among these are data of 4.47 million EU citizens (as of February 2009).

History

Criticism

Privacy advocates criticize the AZR for a long time. In 2000, the Federal Office of Administration has been a Big Brother Award for the operation of the Central Aliens Register, as this constitutes an " institutionalized official discrimination against non-German citizens in the Federal Republic." The European Court of Justice ruled in December 2008 (Case C-524/06 ) that in the AZR to EU citizens only such data may be stored, the residence status for the application rules are required.
