Shoalhaven is located about 155 km south of the city of Sydney and 220 km northeast of the Australian capital Canberra on the Pacific coast of the state in the region Illawarra. The area covers 167 districts and towns, including Basin View, Bawley Point, Benda Long, Berrara, Berry, Bomaderry Bream Beach, Brooman, Burrill Lake, Callala Bay, Cudmirrah, Culburra Beach, Cunjurong, Currarong, Falls Creek, Greenwell Point, Huskisson, Hyams Beach, Kangaroo Valley, Kioloa, Lake Conjola, Manyana, Milton, Mollymook, Nowra, Orient Point, Sanctuary Point, Shoalhaven Heads, St Georges Basin, Sussex Inlet, Tabourie Lake, Termeil, Tomerong, Ulladulla, Vincentia, Wandandian, Wright Beach and Yalwal and parts of Cambewarra and Jaspers Brush. The seat of the City Council is located in the north of the LGA in the district of Nowra Bomaderry Nowra, where about 27,500 inhabitants.


The Shoalhaven City Council has 13 members, who are elected by the residents of the LGA. The four members are from Ward 1, 2 and 3, the chairman and Mayor ( Mayor ) is also elected by all residents of the LGA. The three electoral districts are defined independently of the villages.
