CLARIN

CLARIN is a European research network that deals with the archiving and processing of voice data in research in the humanities and social sciences and which provides and develops the technologies. The name is an acronym for CLARIN the English name Common Language Resources and Technology Infrastructure to German language about common data and technological infrastructure. The composite consists firstly of scientists from different disciplines, use the CLARIN as a forum for joint technology development, the exchange of data and information about common standards and procedures for long -term data retention. On the other CLARIN is an amalgamation of various institutions - centers - offer the scientific community related services. In the European context CLARIN is represented as a legal entity by the CLARIN ERIC consortium and coordinated.

Objectives

The objective of CLARIN is for those humanities and social scientists working with language- based data to provide a networked environment that allows to store data permanently ( archived ) to distribute, and reuse. This is to provide a research infrastructure for research projects. By replacing one hopes synergies, new research questions and a gain in knowledge and would like to contribute to the quality assurance of research. This is done by archives that are offered and guidance and assistance for archiving, special search engines for language resources and analysis systems makes it accessible ( as a web application ).

If someone has, for example, digitized ancient manuscripts to examine language development, these manuscripts may also be of interest to historians. But this it is necessary that you get the manuscripts available in the long term and makes them searchable.

Offers

CLARIN offers the scientific community different services - Services - to:

  • Virtual Language Observatory, a special search engine for speech-based resources that are accessible through CLARIN
  • Archive Services ( Depositing services) that receive speech-based data from scientific research projects
  • Web - based analysis tools ( web services), in which computational linguistic tools for the academic community is provided.

In addition, instructions are created, developed in conjunction with standards and implemented and researchers provided assistance for archiving data, see eg.

Members

In CLARIN ERIC Member States are currently the following:

  • Bulgaria
  • Federal Republic of Germany (represented by the BMBF)
  • Denmark
  • Estonia
  • Netherlands
  • Norway (observer)
  • Austria
  • Poland
  • Czech Republic.

An intergovernmental organization is currently the Dutch Language Union Member of CLARIN.

Legal form

The CLARIN consortium is organized as a European Research Infrastructure Consortium, a European legal form for research infrastructures.

Organizational structure

At European level, the CLARIN consortium is organized as follows:

  • CLARIN General Assembly (General Assembly): meeting of all members of CLARIN ERIC, represented by the agents of the competent ministries (one from each country, everyone can have a professional representative to check)
  • CLARIN Executive Board ( CLARIN Board of Directors): Committee of Directors for the coordination of the technical committees, as a contact person and for the management of the ERIC highest Decision-making body outside of the General Assembly. Its members are appointed by the General Directors and ex -officio the chairman of the Forum of National Coordinators and the Standing Committee of the CLARIN technical centers
  • CLARIN Forum of National Coordinators ( National Coordinators ' Forum ): Committee of the national trade representatives (one from each country)
  • CLARIN standing committee of technical CLARIN centers ( CLARIN Standing Committee of Technical Center, and Center Committee or SCCTC ): Committee of representatives of the various CLARIN centers
  • CLARIN committee of scientific advisers ( Scientific Advisory Board): Scientific Advisory Board are filled by international experts, who are not represented in CLARIN and appointed by the General Assembly
  • Other Committees and Advisory Boards as required. Currently, there are bodies on legal issues ( CLARIN Legal Issues Committee, CLIC ), standards ( CLARIN Standards Committee, Standards).

The administration is located at the University of Utrecht, where the staff of the executive Director ( Executive Director) is located. Employees from all bodies, including the rod can come from all EU countries and also work from there.

Each member has national CLARIN organizations, which are often organized as a national research projects or alliances. In Germany this is CLARIN -D, in Austria Austria CLARIN. Each member also maintains at least a CLARIN center that provides for the humanities and social sciences repositories for language-oriented research data and to some extent other technological services.

Scientists from the CLARIN community meet for annual conference ( CLARIN Annual Meeting ), in which each member may appoint experts. This meeting is also used for the committees and also to keep each other informed about the working status and new developments.
