His parents were Frederick II, Duke of Swabia and Agnes of Saarbrücken. Growing up is Konrad of Hohenstaufen in Alzey. He was a half brother of Emperor Barbarossa. This gave him in 1156 on the occasion of the Reichstag in Regensburg, the Count Palatine dignity. The most well known conflict is the Rheinnecker feud. 1164 Konrad tried to obtain the original Palatinate Count's castle Rheineck under his control. The castle was in the meantime fallen into the hands of the Archbishop of Cologne. Both adversaries met at Andernach to battle that never came to pass, as Conrad did not dare to attack because of numerical superiority of Cologne.
