The agreement was concluded on 14 March 1884, is intended for the protection of submarine cables. It is filed with the French Government as depositary.

The damage of submarine cables was declared to be criminal, and if anchors or fishing nets are abandoned to avoid damage, the ship owners should be compensated by the owner of the cable.
