Cristian Diaconescu

Cristian Diaconescu ( born July 2, 1959 in Bucharest ) is a Romanian jurist, diplomat and politician.

Biography

After school he studied from 1979 to 1983 Law at the University of Bucharest. After graduating, he became a judge at the Agricultural court of the district of Ilfov. In 1985 he was appointed Judge of the 4th District Court of Bucharest and 1989 at a special inspector in the Ministry of Justice. He was a member of the Romanian Communist Party from 1982 to 1989.

In 1990 he entered the diplomatic service and was initially to 1993 at the Permanent Mission to the Organization for Security and Cooperation in Europe ( OSCE) in Vienna. Subsequently, he was coordinator of the Section for the cooperation with the OSCE in the Foreign Ministry and then between 1995 and 1996 Deputy Head of the Permanent Mission to the OSCE in Vienna. Then he returned to work with the Directorate of the OSCE back to the Foreign Ministry and was then from 1997 to 1998 director of the Directorate for the OSCE and cooperation with sub-regional structures in the Ministry of Foreign Affairs. Following this, he was Director-General to 2000 by the Directorate of Fundamental questions and Consular Affairs. He was also the chief negotiator for bilateral treaties and conventions to the border regime, protection of minorities, as well as security issues. In addition, he was head of the delegations to human rights negotiations with the OSCE and the UN Human Rights Commission in Geneva during this time.

From May to December 2000, Deputy Secretary General of the Black Sea Economic Cooperation was ( BSEC) in Istanbul with the rank of ambassador.

In addition to his diplomatic activities he was also after completion of a specialist course on conflict prevention center in 1992 and 1993 associate professor at the University of Hyperion. In 1995 he was one of the founding members of the Foundation of the National Defence College, where he was then between 1997 and 2000 Professor of Law and International Relations.

In December 2000 he was appointed Secretary of State for Intergovernmental Affairs in the Foreign Ministry. In this role, he was also chief negotiator in negotiating the contract to the state border between Romania and Ukraine, for fundamental political agreements with the Russian Federation and the rights of Hungarians in the neighboring countries to Hungary. Then he was from January to March 2004 Secretary of State for European Affairs in the Foreign Ministry. During this time he was also an honorary professor of International Relations and European Studies at the private University Spiru Haret.

After 2002 he became a member of the Social Democrat Partidul (PSD ), took place in 2004 he was elected member of the Senate ( Senatul ). Diaconescu was additionally appointed in March 2004 to the Minister of Justice in the cabinet of Prime Minister Adrian Năstase and held that post until the end of Nastase's tenure in December 2004. He was also elected Vice President of the PSD and thus to substitute the new party chairman Mircea Geoană 2005. In 2007 he became a Doctor of Law.

After the parliamentary elections in 2008, he was appointed Minister of Foreign Affairs in the cabinet of new Prime Minister Emil Boc on 22 December 2008. In March 2009, he gave an interview to the Frankfurter Allgemeine Zeitung and addressed the upcoming economic crisis, corruption in the country and dealing with the legacy of Ceausescu 's dictatorship.

With the collapse of the coalition government on 1 October 2009 Diaconescu resigned from his position as Foreign Minister back. End of February 2010 he left the PSD in the dispute and joined the Senate of the Group of Independents.
