David F. Girard-diCarlo

David F. Girard- diCarlo ( * 1942 in a suburb of Philadelphia, Pennsylvania) is an American lawyer and diplomat.

His training as a lawyer, he graduated from the Saint Joseph's University in Philadelphia and at Villanova University. After completing his studies, he began his career as a lawyer in the national public transport, until the " Southeastern Pennsylvania Transportation Authority " and in 1981, during the presidency of Ronald Reagan and George Bush, Amtrak.

In 1991, Girard- diCarlo his work for Blank Rome LLP, one of the major law firms in Philadelphia. For several years he has been Managing Director of the subsidiary Blank Rome Government Relations LLC, a lobbying organization in Washington.
