DB Netz

DB Netz AG, a wholly owned subsidiary of Deutsche Bahn AG, operates as a railway infrastructure company approximately 87.5 % of the German rail network (2012: 33,319 kilometers ). The company was formed in the course of the second stage of the rail reform as a subsidiary of Deutsche Bahn.

History

DB Netz AG was during the second stage of the railway reform on 1 January 1999 from the Track Infrastructure division of Deutsche Bahn AG.

On 1 March 1998, the network maintenance has been partially outsourced to DB construction. This division of labor was reversed on September 1, 1999, after failed to the expected success. At DB railway construction remained the fields of building production, wholesale repair, Oberbauschweißungen and civil engineering. DB Netz again took over maintenance, switch maintenance and repair, if DB railway construction or third-party companies were not engaged in individual cases.

On 1 January 2001, the company was restructured. Here, " long-distance and suburban lines " were three segments, " regional network " and " train marshalling / loading stations " were formed.

On January 13, 2006, constituted the so-called network advisory board of the company. The 17-member advisory committee composed of representatives of railway companies and PTAs; its members are selected by the Federal Railway Authority. Its creation arose from corresponding provisions of the amended in August 2005, General Railway Act.

2011, the company put on a so-called network fund, to be financed from the readily realizable investments to expand capacity. 2012 six such projects have been completed.

For the working timetable 2013, the Company recorded a new record with nearly 60,000 train path applications of more than 380 railway transport companies. In addition, around 950,000 routes have been logged for the occasional services.

Network development

Mid-2000, ordered the Federal Railway Authority (EBA ), the reactivation of several routes in Thuringia, with reference to the lack of road safety 1997 - without the required approval of the EBA - were permanently disabled; initially tarnished repair work had been canceled.

The company has been repeatedly criticized for not retrieve the rightful federal funds in full. So in 2000 a total of 1.1 billion marks were not accessed, inter alia because Planungsvorläufe and legal procedures were not adhered to.

In 2001 the company established a 22 corridors, each comprising several routes. In 2004, the company sold the first time more than a billion route kilometers.

For the years 2005 schedule approximately 46,300 route applications were considered. The number of registrations of companies that are not part of the DB Group, took on year by 14 percent to 8,707.

In January, 2005, DB Netz announced its intention to remove up to 2010 a total of 22,800 more of the then 88,200 points from the German rail network. Critics complain that the network thus flexibility is lost and delays can be programmed. The elimination of countless crossing and overtaking will have a massive impact on the overall network virtually any small delay.

The operating length of the DB network at the end of 2006 at 34,019 km with a track length of 62,948 km ( 322 km less than the previous year ). The number of points during the year declined compared to 2110 77,080 back; 1296 points accounted for the majority of it on marshalling yards and treatment facilities. Caused by defects on the net travel time loss at the total driving time the company announced at 2.4 percent. The average age of the plants, which would remain constant at steady replacement investments, took on tracks from 19.6 to 19.8 years, with turnout of 16.5 to 16.9 years.

According to the company, the company reduced the number of speed restrictions ( La) during the year 2007 by a third, which - due to a concentration on main lines - the number of La -related delay minutes had declined by half.

DB Netz in 2007 the federal funding for maintenance and expansion of the rail network in the amount of 3.58 billion euros retrieved completely. Originally a total investment of around 3.3 billion euros of Federal was provided, but was raised during the year 2007. The funds were mainly invested in the maintenance of the existing network. 1.6 billion euros were invested thus the renewal of rails, sleepers and ballast, in the superstructure. In all, several thousand construction projects were carried out in which 4400 kilometers rails and around 1,800 points renewed and 3.9 million tonnes of gravel and more than 3.3 million sleepers were replaced.

End of February 2008 began a four-week trial operation to raise the maximum train length in parts of the German network of 700 to 835 m. The testing is performed with 30 trips of freight trains on the 210- km stretch between mesh and Kolding. The long term goal are up to 1000 m long freight trains. The maximum length of the test trains corresponds to the generally accepted in the Danish network maximum length of 835 m.

As part of the economic stimulus package passed in 2009 by the Federal Government, the German railway receives 1.3 billion euros for the modernization of lines and stations. Of this total, only 520 million euros in new and expansion projects in the network, including the acceleration of the expansion of routes Berlin- Cottbus and the expansion of Munich- Mühldorf - Freilassing.

The company planned for the year 2010, the bundling of 600 construction sites in 63 Baukorridoren.

With nearly 56,000 route orders a new record was achieved for the annual timetable 2011. Approximately 850,000 lines per year are beyond the occasional traffic and be notified shortly.

The company plans to increase its investment from own funds of EUR 970 million ( 2013 forecast) back down to 830 million euros (2017). The operating profit ( before interest and taxes ) of the subsidiary DB network infrastructure is expected to increase to 1.2 billion euros in the same period from 890 million euros.

Network access

Railway undertakings (RUs ) can be ordered train paths of the infrastructure at DB Netz AG. This path access must be granted and is monitored by the Federal Network Agency for Electricity, Gas, Telecommunications, Post and Railway according to the regulations of the General Railway Act ( AEG).

Each customer (usually railway company ) is the part of DB Netz assigned one of its regional divisions to take care and billing. Usually this is the regional area, in whose territory the customer is located. DB Netz marketed to their customers line capacity ( in the form of train paths ) as well as local facilities. This can be, for example sidings or electrants.

Train paths to be prepared with varying maturities. On the one hand there are the working timetable ( = annual timetable ) with a lead time of 9 months, predominantly the long-planned regular services are included in the. The distance remaining capacity is then available for the occasional traffic. The lead time for the occasional services is measured after a few weeks to a few hours. For such very short-term, often necessary for reasons of scheduling traffic exists in the operations center of each regional division, an ad hoc group, which creates the necessary timetable documents and this feeds organizations involved in operating the train points in the short term. A basic rule of rail operations states that no train without a valid schedule must operate. Since the planning expertise of the route designers stop at the border of their own regional area, where necessary, turned on by the department timetable planners in other regional areas. Likewise DB Netz coordination with subsequent railway infrastructure companies accept ( this corresponds to a requirement of EIBV ).

In 2003, not the DB Group owned railway company provided on the DB network has a capacity of 70 million train-path kilometers. The following year, the figure was 88 million, in 2005 at 110 million. 2006 128 million train-path kilometers were counted in 2007, eventually 146 million.

For the years 2005 schedule around 46,300 train paths were submitted.

The accounting of network usage will be based on track price system ( for use by continuous main lines ) and fixed price system ( this includes mainly siding and other service facilities such as train preheating ). The withdrawal of electrical energy from the contact line or the use of tanks is not settled via DB network, but on the DB energy. The use of platform investments to fall in the subject area of DB Station & Service and is settled there on the basis of station pricing system.

In March 2013, the Federal Network Agency decided that cable operators are allowed to use for the installation of a fiber optic cable, the existing cable management system, such as cable trays and conduits, and bridges, embankments and dams of DB Netz AG to the railway lines. Corresponding Offers must submit, therefore, DB Netz. The Danish telecommunications network operator Global Connect had asked the Agency to make a decision.

Customer structure

In addition to the subsidiary of Deutsche Bahn AG (DB AG distance transport, DB Regio AG, DB Schenker Rail, and others) are more than 300 railway enterprise customers of DB Netz (October 2006). Examples include Veolia Transport, Vogtlandbahn, HGK, Rail4chem, TX Logistics, circular path Siegen-Wittgenstein or Hupac AG.

Organization

DB Netz occurs through a central office based in Frankfurt am Main and seven regional divisions ( RB). The locations of the regional areas are located in Berlin ( RB East), Frankfurt am Main (RB middle), Duisburg ( RB West), Hanover ( RB North ), Karlsruhe (RB southwest), Leipzig ( RB Southeast ) and Munich (RB South). Each regional area has several locations of the production execution, which are responsible for carrying out the maintenance and operation. Furthermore, associated with each regional area, the respective regional networks.

DB Netz is represented by six executive units. CEO is Frank Sennhenn. The ministries are led by Dirk Rompf ( network planning and major projects ), Bernd Koch ( Finance and Controlling ), Jörg Sandvoß (sales and timetable ), Roland Bosch ( production) and Ute Plambeck (staff).

Business units

Within the DB power plant and operators responsible for the infrastructure of so-called business units ( GE) is delegated. The business units are responsible for investments in the existing network as well as for the maintenance of any delegated plants.

The business unit distance and metropolitan networks responsible for the major routes of the network. Its main task is assuring the continued existence of the route network.

The business unit operates regional networks both routes and train stations away from the major highways. Its main task is the operation of routes with only regional importance. Between 2001 and early 2008, founded DB Netz total of 40 regional networks.
