Děčín Weir

The barrage Decin (Czech: Plavební Stupen Decin ) is one near the Bohemian Decin planned dam in the Czech lower reaches of the Elbe.

Description

The location of the dam is located between Decin Loubí ( arbor ) and Prostřední Žleb (center ), near the German border at river kilometer 737.02 ( nautical miles 98.98 ) are located. It should consist of a weir along with lock, small hydropower plant and two fish gutters.

Purpose

The barrage Decin is part of the Czech efforts through increased congestion control to improve the navigability of the Elbe. The stated goal is a diving depth of at least 140 cm to about 345 days per year.

Controversy

Opponents of the project doubted whether a reasonable economic benefits can be achieved, as the same is navigable ( with weather -related interruptions) in the river below is limited. Thus, it is also feared that increased by the barrage Decin the pressure on Germany, for its part, to build dams along the river Elbe.

Specifically, the project has been criticized for its impact on the natural, landscape and flood protection, there have been numerous objections mainly from the German side since 2000. The government of the neighboring Saxony is against the barrage: 2005 intervened, the then Environment Minister Stanislaw Tillich in the EU to block the funding for the project, 2010, Environment Minister Frank copper ( both CDU ) opposition and checks whether the project if need be by action can be prevented.

In October / November 2010 was the interpretation of the documents of a new environmental impact assessment to now - to realize the barrage but - after a change of personnel at the top of the previously negative Prague Environment Ministry. Natural and environmentalists have criticized this procedure for lodging objections as "sham public participation ". Within the short period of time to only an inadequate selection of documents in German language had been made available. Then, an extension of time for comments from Germany was granted until February 28, 2011, as the German translation of the complete documentation was completed in January.

After the first version of the planning documents already had been rejected by the Czech Ministry of the Environment under the then green minister, stopped the authority of 2012, (now under a conservative-liberal ODS ministers) the revised version and referred them for defects back to the waterway office RVC. The new list of demands with a total of 13 points ( esp. with regard to conservation of livestock and the landscape ) is expected at least another year delay.
