On 18 December 1985, Pope John Paul II appointed titular bishop of Capreae and Prefect of the Papal Household, which he was involved, among others, in the preparation of many foreign trips of the Pope. He received his episcopal consecration John Paul II on 6 January 1986 in St. Peter's Basilica; Co-consecrators were the Archbishops Eduardo Martínez Somalo Curia and José Tomás Sánchez.

On reaching the age limit of 75 years, he retired from his managery Curia Bishop on February 7, 1998. A few days later, on 21 February 1998, Pope John Paul II was a cardinal deacon with the title Diakonia San Sebastiano al Palatino to the College of Cardinals.

At Conclave 2005, in which Benedict XVI. was elected, he did not attend because he had already completed at this time 80 years of age and thus lost the active papal election law.
