Edmund James Flynn

Edmund James Flynn ( born November 16, 1847 in Percé, Quebec, † June 7, 1927 in Quebec ) was a Canadian politician, legal scholars and judges. From 1877 to 1904 he was intermittently deputy in the National Assembly of Quebec, from 1896 as chairman of the Parti conservateur du Québec. From May 11th 1896 to May 24, 1897 he reigned as Prime Minister, the province of Quebec.

Biography

Flynn, the son of a fisherman of Irish origin, studied law at the Université Laval in 1873 and was admitted as a lawyer. The following year he settled in the provincial capital, Quebec City, but remained his home region Gaspésie connected. Besides his work as a lawyer Flynn was up to his death also a lecturer in Roman Law at the Université Laval. In 1878 he was awarded his doctorate, in 1891 he was a member of the University Council.

As a candidate of the Parti du Québec libéral Flynn came 1878 on the elections to the National Assembly of Quebec, and was elected in the electoral district of Gaspé. In October 1879 he joined the Conservatives and brought together with four other MPs, the Liberal government of Henri- Gustave Joly de Lotbinière -case basis. Two days later, the new Prime Minister Joseph -Adolphe Chapleau Flynn was taken up in the provincial government and made him the Commissioner for Crown Lands. He had to hold in July 1882 because Chapleaus successor Joseph -Alfred Mousseau was not aware of him this office.

In the reign of John Jones Ross Flynn was from February 1884 to July 1886 Minister for Railways, and until February 1887, Deputy Minister of Justice of May 1885. In June 1890, he was voted out, a year later, he ran unsuccessfully for the general election in 1891. In the cabinet of Charles -Eugène Boucher de Boucherville (and later under his successor Louis -Olivier Taillon ) Flynn was from December 1891 again Commissioner for Crown Lands. In March 1892 he also succeeded in re-entry into the provincial parliament, this time for the electoral district of Matane. Taillon Prime Minister resigned on 11 May 1896 to become Postmaster General at the federal level. Flynn became his successor and took over the party chairmanship; In addition, he also served as Minister of Public Works. He was barely a year in office, until 24 May 1897 as the Parti conservateur suffered a significant defeat.

Flynn was the last prime minister from his party, as they never could make the government later. He remained there until November 1904 MP ( 1900 in the electoral district Nicolet ) and opposition leaders. Then he turned back to his teaching at the Université Laval, which he held until his death. From 1915 to 1921 he served as Dean of the Law Faculty and a member of the Board of the University, from 1914 also as a judge.
