Elbasan County

The Qark Elbasan (Albanian Qarku i Elbasanit ) is one of the twelve Qarks in Albania. It is located in Central and Eastern Albania and has an area of 3,199 km ². The capital is Elbasan.

Geography

The Qark Elbasan consists of the districts of Gramsh, Elbasan and Librazhd Peqin. The industrial city of Elbasan forms the historical and commercial center. To the east of Elbasan Qark borders of Macedonia. The whole of the eastern and northern area is dominated by the valley of the Shkumbin, while the areas to the south and southwest part of the catchment area of Devoll and Seman. The more easterly area is mountainous, but also along the remaining northern and southern borders is poorly serviced hills.

Southeast is the Qark Korca, south-west of Berat County, northwest of Tirana County and northeast of the Qark Dibra.

Population

In 2009, the Statistical Office of Albania Instituti i Statistikës recorded 343 054 inhabitants for the Qark Elbasan. The authorities of the Qark indicate a significantly higher population of 433 244 inhabitants. However, the 2011 census led to only 296 082 inhabitants, which corresponds to a population decline of nearly 20 % in ten years.

Politics and Administration

The Qark Council ( Alb. Këshilli Qarkut i ) consists of 50 members. The majority belongs to the Democratic Party ( PD ), which provides the presidency ends, with Eugen Isaj.

The Qark Elbasan is 14 deputies out of a total of 140 for the 2009 and 2013 legislative sessions beginning of the Albanian parliament
