Electronic services delivery

The Electronic delivery is a data transmission method, which is applied in Austria for the detectable electronic delivery of documents. Regulatory electronic delivery

The official electronic delivery has been developed as part of the Austrian e-government strategy. Goal is to deliver official acknowledgment of receipt letters in RSa or RSb quality electronically. This should provide significant cost savings on the part of the administration and for convenience and time savings on the part of citizens.

Functioning of the official electronic delivery

The official electronic delivery consists of the delivery center and the authority of the approved delivery services.

To receive electronic deliveries, Recipients shall register with the citizen card or mobile phone signature advance with a delivery service of their choice. Optionally, an encryption certificate is loaded into the mailbox. The Authority then has to encrypt all transmissions with this certificate. Registration of a citizen or a citizen is listed on the delivery center.

The delivery center is a central register, which communicates with all the directory services of professional delivery services. The delivery center no data on the Recipients are held, he may only be used in the context of electronic delivery. Before sending a document, the shipping service office shall inform the delivery center to query whether the recipient is registered with a delivery service and can deliver only after a positive response.

The officially approved delivery services, also called delivery server, accept electronic delivery to the recipient, ie they take on the electronic official documents and keep them ready for the recipient.

Mailbox owner will be notified of the receipt of an official document by e -mail to the part of the registration during delivery specified email address twice within 48 hours from receipt of electronic documents.

To retrieve the document, mailbox owner to have to login with the citizen card or mobile phone signature in their mailbox. Simultaneously with the login the user electronically signed a so-called return receipt, which is transmitted back as proof of delivery of the Authority. The document shall be thus legally as delivered.

Where the document is not picked up within 24 hours after the second electronic communication, it is to ship no later than next business day a communication to the delivery service announced postal address. The delivery service holds the title two weeks ready for collection. If the document is not collected within this time limit, it is deleted. CAUTION: kept ready for pickup in the mailbox document is a working day after the second electronic communication or on the third business day after the postal understanding ZustellG § 35 (6-7) as delivered. Regulatory delivery services

Costs with the official notification

The cost of the public service are in § 40 ( 6) of the Zustellgesetzes regulated. Legal basis of official notification

Private-sector electronic delivery

The private sector delivery was ( WKO ) developed by the Association AUSTRIAPRO on behalf of Austria Chamber of Commerce as a supplement to official notification. In the electronic transmission of documents three quality and security levels are also possible:

  • Standard - with guaranteed delivery confirmation on delivery
  • Registered - digitally signed by the delivery service that corresponds to the registered letter
  • Ident transmission - "To own hands ." Of such documents marked can only assume the receiver when using the login citizen card or cell phone signature. The delivery receipt is signed by the receiver thereby.

In contrast to the official service in the private sector delivery document shall only be deemed to have been served when it was actually picked up by the receiver.

Private sector delivery services

Private sector delivery services have to sign a contract with the Austrian Federal Economic Chamber and undertake to comply with all the necessary specifications. The specification governs in contrast to the official e- delivery and the allocation of delivery services with each other, when a document is sent by a delivery service user to a recipient of another delivery service. Costs of private sector delivery

The cost of private sector delivery are not regulated. The design of the prizes is at the discretion of the delivery services.

Security of private sector delivery

The security of private sector delivery is guaranteed by 3 factors:
