But it was too late, the decline of the Order had already started and could not be stopped. The Knights came from a new generation and had their monastic vows and the vows of poverty, long forgotten. The Ottoman Empire was on the decline and the original mission of the Order had become superfluous. Incidents between the Knights and the Maltese population were commonplace. This was a period of decline of the Order. During his reign Rohan doing his best to preserve the order and for the welfare of the Maltese people; no wonder, then, that after his death, the despair came over the island.

For the recovery of depleted treasury was sold the ships to the King of Naples and Spain. The ships of the Order were magnificent, beautiful and majestic, but not up to date.

After the French Revolution, the Order was deprived of his property in France.

During his reign, Fort Tigne was built, and the tower of St. Lucian and the battery were modernized. Later the tower in Fort Rohan has been renamed.

Rohan was the author of the Code de Rohan, a new law book, which is published in two volumes in 1782.

Rohan gave in 1777 the village Żebbuġ city rights and gave this the name Città Rohan. To commemorate this event, the population of Żebbuġ built at the entrance archway, which received the name Il- Bieb il - Gdid ( New Gate ).
