The ETH Domain is the overall summary of the technical and scientific universities and research institutions that are run by the Swiss Confederation. Its members are the Federal Institute of Technology Zurich, the École Polytechnique Fédérale de Lausanne ( EPFL), the Paul Scherrer Institute (PSI), the Swiss Federal Institute for Forest, Snow and Landscape Research (WSL ), the Swiss Federal Laboratories for Materials Testing and Research (Empa ) and the Swiss Federal Institute for Water Resources and Water Pollution Control at ( Eawag ). Management body of the ETH Domain is the Council of the Swiss Federal Institutes of Technology ( ETH Board, formerly Schools Board ).

Position within the Federal

The ETH Domain is assigned to the Federal Department of Economic Affairs, Education and Research. With the use of the term " assignment " instead of that of the " insinuation " is according to Federal Council expressed that the ETH Domain is organizationally outside the central federal administration. The Federal Council formulated the guidelines, objectives and measures of its education and science policy for a period of four years in the Dispatch on the Promotion of Education, Research and Innovation ( ERI Message ). The leadership in the development of the ERI Dispatch lies with the State Secretariat for Education, Research and Innovation, the affected areas ( ETH Domain, universities, colleges, Swiss National Science Foundation, the Commission for Technology and Innovation, etc.) are strongly involved in the development. The ETH Board brings them is his own Strategic Planning for the ETH Domain.

As part of the BFI Embassy of the Federal Council issued the ETH domain a contract for four years. ETH Board

Tasks

The ETH Board is responsible for the strategic leadership of the ETH Domain within the goals set by the federal government in the contract. Based on this, and in dialogue with the institutions of the ETH Domain, the ETH Board develops the strategic planning and supervises their implementation.

Other core tasks of the ETH Board, the longer-term financial and investment planning, the allocation of the amounts authorized by the Federal Parliament means to both ETH and the four research institutes, the budget constraints as well as the preparation of consolidated estimate and the consolidated accounts of the ETH Domain. In addition, in collaboration with the institutions of the ETH Domain development plans are created to be completed due to which target agreements. The ETH Board may adopt regulations, directives and guidelines or submit proposals for the amendment of laws. He also comments on the regulation of the Federal Government and the institutions of the ETH Domain.

As a strategic management body of the ETH Board monitors the achievement of the agreed strategic objectives of the institutions. It exercises oversight of the ETH Domain and compresses the results of its supervisory work in an annual financial report and a final report at the end of the four -year performance period.

Revision of the structures 2007-2010

In 2007, the ETH Board and in particular its then President Zehnder came because of the allocation of resources and the preparation of the election of the President of ETH Zurich in the criticism.
