European Union Border Assistance Mission to Moldova and Ukraine

The European Union Border Assistance Mission to Moldova and Ukraine (EUBAM ) is an existing since November 30, 2005 European Union action in support of Moldova and Ukraine in monitoring the common border of the two states.

Generally

EUBAM was in response to a joint letter of Presidents of Moldova and Ukraine, Vladimir Voronin and Viktor Yushchenko started. In this letter, dated 2 June 2005 Voronin and Yushchenko had the European Union to provide additional support in the administration - asked the entire common border - both border control and customs. On 7 October 2005 an agreement on the common boundary Assistance Mission was signed.

The official opening ceremony of the EUBAM took place in Odessa on 30 November 2005. Also present were the Secretary General of the Council of the European Union and High Representative for the Common Foreign and Security Policy Javier Solana, European Commissioner for External Relations and European Neighbourhood Policy Benita Ferrero- Waldner, and the foreign ministers of Ukraine and Moldova, Boris and Andrei Stratan Tarasjuk.

The mission was originally designed for a period of two years, but has since been several times ( currently 2015 ) extended.

EUBAM is carried out by the European Commission in collaboration with the UNDP, has an obligation as an executive partner and EUBAM provides logistical support and manage its operations in Moldova and Ukraine.

Tasks and activities

Objective

  • Support of Moldova and Ukraine in the harmonization of border protection and customs with European standards
  • Development of professionalism of the Moldovan and Ukrainian border guards
  • Development of skills for risk analysis
  • Improvement of cooperation between border guards and customs among themselves and with other law enforcement agencies
  • Promoting cross -border cooperation

Mandate

  • Presence at border crossings and observation of customs and legal controls on travel
  • As part of a consultative activities, the study of documents, including computer data
  • Support in preventing the smuggling of people and goods
  • To investigate placing the order, border clearance documents again and again classify goods
  • Unannounced visits at any point of the Moldovan -Ukrainian border, including the border guards, customs, police stations, transit offices and tax offices and along the transit routes

Activities

EUBAM support the Moldovan and Ukrainian border authorities through training in the workplace as well as advice and expand their skills for effective monitoring and tracking of customs and immigration regulations as well as to ensure better surveillance. With his work EUBAM to promote cross- border cooperation and increase transparency along the Moldovan - Ukrainian border. A main focus is the implementation of customized training courses and the organization of study visits to the European Union and other nearby boundaries to exchange experiences.

In addition EUBAM has also performed neutral advice regarding measures of customs clearance for companies in the Transnistrian region of the Republic of Moldova.

Structure

Headquarters

The headquarters of the EUBAM is located in Odessa.

Branch Otaci

The branch office is located at Otaci Moldovan international border crossing Otachi. For Veranstwortungsbereich the branch office Otaci include 312 km of the Moldovan -Ukrainian border as well as major border crossings for road and rail transport.

Branch Chisinau

Focus of the activities of the branch office Chisinau is the administrative boundary between the Transnistrian region of the Republic of Moldova and the rest of the territory of Moldova. The approximately 411 km long border strip ranges from Sanatauca to Rascaeti.

Branch Basarabeasca

The branch office is located at Otachi Moldovan customs office Basarabeasca. In committees are responsible for about 300 km to the south- eastern border between Moldova and Ukraine.

Branch Kutschurhan

Branch port of Odessa

The branch of Odessa is located on the territory of the commercial port of Odessa. The branch also maintains an office in the port of Illichivsk. This serves EUBAM the two largest ports of Ukraine.

Branch Kotowsk

The field office Kotowsk is housed in border management in Kotowsk; within its competence 400 km of the Transnistrian segment of the Moldovan - Ukrainian border.

Participating Nations and staff

EUBAM is led by the Hungarian Major General Ferenc Banfi since November 2005 and currently has 233 employees, of whom 122 border guards and customs officials from 22 EU Member States (Belgium, Bulgaria, Denmark, Germany, Great Britain, Estonia, Finland, France, Greece, Italy, Latvia, Lithuania, Netherlands, Austria, Poland, Portugal, Romania, Slovakia, Slovenia, Czech Republic, Hungary, Cyprus ), and three CIS states originate.

Germany is involved in EUBAM since December 5, 2005 with a staff strength of up to five law enforcement officers of the Federation and 10 customs officers.

Budget

The European Commission for EUBAM budget amounted to November 2007 a ​​total of 20.2 million euros. Additional funding provided by the EU Member States by providing their own staff for the mission. For the years 2008 and 2009 are annual funds of each 12 million euros.

EUBAM is involved in BOMMOLUK, an EU-funded with 9.9 million Euros project to improve the management of the Moldovan - Ukrainian border.
