Evelyn Haas
Life
1974 Haas was in Heidelberg with a thesis on civil servant salaries and employee compensation: a PhD study on the content development in the public service. In 1977 she appeared as a judge at the Administrative Court of Braunschweig in the judicial service of the State of Lower Saxony. During her tenure at the Administrative Court was for ten months secondment in the municipality of Wolfsburg. From 1982 to 1986 she was seconded as a research assistant at the Federal Constitutional Court. She was then 1986-1990 Judge at the Higher Administrative Court of Lüneburg. However, in that time she was due to a further secondment 1987-1990 Head of Unit in the Lower Saxony State Chancellery. From 1990 to 1994, Haas Judge at the Federal Administrative Court.
Haas as Federal Constitutional Court Judge
As of September 14, 1994, she was a member of the first Senate of the Federal Constitutional Court. She was elected as the first woman on a proposal of the CDU as a judge of the Constitutional Court. She was responsible for cases from the area of tax law within the First Senate of the Federal Constitutional Court - if it was not for the income tax - local tax law, development law, construction law, land tenure, expropriation law, conveyancing law, urban planning and technical planning law with the exception of public environmental law, the spatial planning law, nature and landscape protection law, urban Umlegungs and border cleanup law and the land consolidation law.
She was involved as a rapporteur among other things, the following method: " Land Apportionment " Decision of 22 May 2001 ( Case No. 1BvR 1512/97 ), " second home tax" decision of 11 October 2005 ( Case No. 1BvR 1232/ 00). She admitted ten decisions from a different dissenting opinion. Among other things, they voted in deviation from the " Crucifix Decision" of 16 May 1995 (Case No. 1BvR 1087/91 ) and the decision " soldiers are murderers " of 10 October 1995 (Case No. 1BvR 1476/91 and others). Also, in the judgment on the constitutionality of the registered partnership Haas voted against the Senate majority, the law on registered partnership refuses so as the Basic Law from repudiating (Ref. 1 BvF 1/ 01, 1 BvF 2/ 01).
With their departure the First Senate of the Federal Constitutional Court on the so-called "Snow White Senate " was because this only one woman member Christine Hohmann- Dennhardt, but seven men belonging after leaving. This led to a debate about whether women are still disadvantaged in the judicial service.
Since 2002, she has taught as an honorary professor at the Eberhard -Karls- University of Tübingen.
