Even Hammer

Even Hammer ( born July 1, 1732 in Nes (now Ringsaker ); † February 22, 1800 in Molde) was a Norwegian civil servant and economics writer.

Hammer was a student at the Cathedral School in Christiania in 1752 and came to the University in Copenhagen. There he reached his master's degree in 1758 and was subsequently 1756-1768 teacher at his old school. He then undertook an educational journey that took him to the universities of Oxford, Cambridge, Leiden, Paris and Göttingen.

He was thus a modern educated man who under the pseudonym Philonorvagus brought to Norway in 1771, the economic ideas of the Physiocrats, in order to promote the economic and intellectual life in Norway. The writing was supported by enthusiastic patriotism and should demonstrate the benefits of physiocratic approaches for Norway - Denmark. In it, he also expressed the view that Norway had been sucked out of Denmark. To make the text was one of the sources from which fed the growing Norwegian national consciousness. He was appointed by the government Struensee newly established " Norske chamber " as secretary. After the takeover of power by Ove Høegh - Guldberg, that authority was dissolved. 1773 he was a steward in the office Romsdal, Nordmør above Søndmør and lived in Molde, where he remained until his death. His time as a bailiff coincided in the Danish-Norwegian kingdom with the penetration of the Enlightenment. Hammer wanted to ensure that the management of professional and economic thinking would be more scientific. The practical work more appreciated and the people should be considered as citizens. It dealt mainly with the practical implementation of his ideas. Written work there by him only a little. But his patriotism and physiocratic thoughts which he had laid down in his publication, certain of his office. This can be read in a tripling of its official correspondence over its predecessors.

He took many initiatives to achieve an order in society. He bought the estate " Årønes gård " and turned it into a model farm and obtained that the processing ban was lifted for round fish, the competition offered protection for the fish processing in Bergen and Trondheim. " Romsdals Practiske Landhuusholdningsselskab " ( Romsdals practical society of small farmers ) of 1776, which existed until 1883, goes back to his initiative, in 1783 also an insurance policy for the fishing widows, where he worked free of charge and the Fischer held the line. He also actively contributed to the improvement of health care and developed a concrete plan for 1777, which provided, inter alia, training for midwives. In the 1790s finally came a midwife order to pass.

Hammer has been praised in his tenure of the press, received in 1777 the honorary title Judicial Council and in 1781 the budget of the Council. He was a member of " Det Norske Kongelige Videnskabers Selskab " and " Det Nordiske Selskab " in London.
