In September 2006, published the FIOE signed by their members, " Charter for Muslims in Europe." According to Secretary General Al- Banani the Charter resembles a binding constitution for the Muslims in Europe, which regulates the intra- Islamic relations and the relations between Muslims and their European societies. He expected that the Charter would mark a turning point in the relations between Europe and its Muslims.

The text has been largely ignored in the European public and even on the website founded by Qaradawi islam online discarded as monological and live far away.

In December 2006, a "Proposed Charter for the understanding of the Muslims ' formulated with conflicting priorities and demands of Muslim organizations and introduced in the European Parliament. This, too, found little interest among the European public.

Another attempt by the FIOE to bring the Charter into the European public was on 10 January 2008 their signing ceremony in Brussels by " more than 400 Muslim organizations in Europe." In a second phase, should " non-Muslim organizations " sign the Charter.
