For Human Rights in United Latvia

Par cilvēka tiesībām vienotā Latvijā ( PCTVL, For Human Rights in United Latvia ) is a party (until 2007 - merger of various political parties ) in Latvia, which is supported mainly by the Russian speakers in Latvia.

The PCTVL emphasizes topics that are important to the Russian population. The party calls for Russian and Latgalisch as a second official language in the districts of Latvia, where the speaker more than 20% are to introduce and to give all non-citizens Latvian citizenship. It supports closer ties to Russia and was the only major political organization that spoke out against the Latvian joining NATO. They won 16 of 100 seats in the Latvian parliamentary elections of 1998 and 25 of 100 in those of 2002. According to the successful local elections in Riga in 2001, where 13 out of 60 seats were taken, and the PCTVL part of the city government and its Member Sergei Dolgopolovs was Vice Mayor. The best-known leaders of the party were Jānis Jurkāns, Alfrēds Rubiks and Tatjana Ždanoka. Rubiks and Ždanoka had previously emerged as leader of the Latvian Communist Party and the Movement against Latvian independence in the early 1990s. Today Ždanoka uses, especially for the rights of so-called non-citizens of Latvia. It is relatively popular among the Russian community, but very unpopular with ethnic Latvians. This is one of the reasons why it remained the PCTVL at the country level so far failed to take over government. None of the major parties could afford with regard to their Latvian voters to take Rubiks and Ždanoka a coalition.

The PCTVL dissolved in 2003 partially. The Party of the People's Harmony ( Tautas Saskaņas partija ) left the alliance as the first, the Socialist Party of Latvia ( Latvijas Sociālistiskā partija ) followed half a year later. Both founded in 2005, the new alliance Saskaņas Centrs ( center of the harmony). Sergei Dolgopolovs also came out with the intention of founding a new party from the party.
