Formateur

As Formateur or Regierungsbildner the Netherlands and Belgium is in the constitutional systems referred to one who after an election to the Second Chamber of the Dutch Parliament ( Tweede Kamer of the States-General ) or to the Belgian Chamber of Representatives of the Queen / commissioned by the king, a cabinet form.

The commissioning of the Formateurs is a recommendation of the underlying Informateurs, who had previously examined on behalf of the King and the Queen, the circumstances under which a cabinet could be formed with a parliamentary majority.

In collaboration with representatives of the future coalition parties of the Formateur negotiating with suitable candidates appearing from him for a minister or a post as Secretary of State on entry into the cabinet to be formed.

In its final report, the formateur then proposes the Ministers and State Secretaries for appointment by the king or the queen. In most cases, the formateur is even entrusted with the Office of the Prime Minister.
