Frazione

A fraction (Italian: frazione ) is a village which is part of a larger community of Italy.

May belong to this group are other scattered houses and hamlets belonging territorially to this village. Often found in the Group 's infrastructure, such as a church, a school, shops or offices of the local authority.

Since the Municipal Code in Italy, to the regions and the establishment of fractions or local districts to municipalities, there are no uniform regulations for territorial demarcation and management of these fractions.

Many fractions correspond former municipalities that were amalgamated over time, but have no legal personality.

In Trentino -Alto Adige and other provinces / municipalities that belonged to Austria until 1918, correspond to the fractions occasionally the cadastral that can also meet former municipalities.

Many communities define the fractions in their community statutes.

In common parlance, the term is often applied to general frazione villages that are not capital of the municipality.

Legal provisions

Fractions can develop a certain independence from the community; they often have a mayor who often " Prosindaco " (about Vorbürgemeister ), called in Südtirol " Group Head " is; shall be appointed from the ranks of community committees ( giunta Comunale ) or the municipal council.

In San Marino, the fractions " Curazie " are ( German: Kuratie ) called.

Circoscrizioni and other accruals

Cities with more than 30,000 inhabitants and cities may have to split their urban area in town district / boroughs. These do not include the entire municipality, if the suburbs are essentially rural in nature.

In large cities, together with the Municipal Council and the Council of the Municipality ( consiglio di circoscrizione ) is selected. The medium-sized cities can also choose a different form of administration of the Municipality. In Rome and Genoa Townships hot Municipi, in Naples Municipalità and in Florence Quartieri (district ).

If the fraction is part of a community district, whose chairman takes over the function of the fraction superintendent.

Some cities, such B Trento, have both municipalities as guided as a fraction suburbs. Others, such as Bolzano, the whole municipal area have divided into five districts and entirely omitted designation of fractions.

Besides the Circoscrizioni there are historical subdivisions, as Terzi ( third) and contrada in Siena, Quartieri / Rioni (district / district ) and Borgate (usually [ formerly ] surrounded by a city wall city cores) that have more historical, folkloric significance and no administrative units in the modern sense are.

Comunelli and assets of the Group

In some regions fractions can develop its own administration and a private fortune. This property often consists of forest or pasture. The proceeds from the management of these goods must be used in the fraction. These fractions are often called Comunelli. In L'Aquila such Comunelli that have arisen from 1927 incorporated towns exist. These have their own statutes and its own elected bodies. Such self- administration is also available in South Tyrol, however, the group head from the ( elected ) councils of the Group shall be appointed.
