Greek National Council for Radio and Television

The Greek National Broadcasting Council (Greek Εθνικό Συμβούλιο Ραδιοτηλεόρασης, National symvoulio Radiotileorasis (ESR )) is one of the leading independent agencies in Greece and in accordance with the Constitution of Greece ( Article 15, paragraph 2) responsible for the control, installation and evaluation of radio and television.

History

The ESR was founded in 1989 by the law 1866 the Greek Parliament. The first meeting was held in November of the same year. After repeated changes to the legal framework of the operation is currently governed by the laws 2863-2000 and 3052-2002 in the first place, by 2328-1995, 2644-1998 and 3021-2002 in the second place, as well as by the presidential decrees 310-1996 and 100 -2000 defined.

Tasks

The ESR is to ensure the maintenance of political pluralism in the first place. It deals with the development of news and other journalistic and political broadcasting, entertainment and educational programs as well as advertising on the basis of conduct of the individual sectors. This includes the determination of the most important elements of a television program such as genre, content, duration, production companies, correct date and time display or signal classification. As part of this task to control the programs and the compliance with applicable rules or codes of conduct of the ESR is needed. The assignment of the registration information on the facilities in the various committees and the classification of TV programs into age groups (similar to the German FSK) is also a task pane, such as the testing of remediation proposals and claims for redress, the descendants of audience expectations, and the protection of intellectual property rights.

Organizational structure

The functions of the ESR consist of the following sections:

  • Legitimately licensed and transparency in the competition,
  • Assurance of program quality and protection of human rights,
  • Secure communications options,
  • Management of technical matters and logistics, as well as technical support.

The individual areas of responsibility are performed by separate departments. These are staffed by specialized personnel from various disciplines, wherein the composition is determined by the director. In addition, a Council, which runs the farm next to the president.

Engineering department

The technical department is responsible for monitoring compliance with the technical standards for radio stations and is involved in all relevant scientific programs that develop new technologies for broadcasting or modify existing technology.

Logistic Department

The range of logistic department organizes the work of the employees. She is also responsible for handling economic issues and the provision of material and assist the Council in the areas of IT systems and telecommunications.

Department of Licensing and legality

The department assigns, extended or changed licenses to one hand free radio and TV stations, such as amateur radio or network stations, which offer all the technical means for transmitting and signal processing for download ( so-called streaming media ) and the other hand on companies operating in the commercial are broadcasting active and broadcast their programs via terrestrial transmitters. Advice

The ESR consists of a seven -member board. It consists of the President, the Vice - President and five other members. The provisions of Article 101a of the protection of personal and functional independence of the members is secured. Decisions are made by all Council members by a majority of four fifths.
