Habib Thiam

Habib Thiam ( born January 21, 1933, Dakar ) is a Senegalese politician. He worked from 1981 to 1983 and again from 1991 to 1998 Prime Minister of Senegal.

Early years

After attending school in Dakar, the capital of French West Africa, he attended the Lycée Louis -le- Grand in Paris. He later attended the University and the École Nationale de la France d' Outre -Mer ( ENFOM ) in Paris. He took a degree in law and political science. At times he worked for the French Ministry of Finance and the Bank of France.

Political career

Since the independence of Senegal on 20 June 1960 he held a number of government offices. In September 1960, he was Director of Cabinet in the Ministry of Foreign Affairs, in November 1962, he took the same position in the Justice Department and in December 1962 he was State Secretary in the office of the president. From March 1963 to March 1968, he was a Minister of Planning and Development to the Cabinet and then to April 1973 as Minister for Rural Development. Since 1973 he worked for the ruling party since 1960 Parti Socialiste du Senegal ( PPS) Member of Parliament, Vice- President of Parliament and Chairman of the Group. For his party, he was also a member of the Politburo and was responsible for the public relations and 1975-1982 for whose international relations from 1969 to 1975. In the meantime, he held the office of Governor of the World Bank.

Prime minister

On January 1, 1981, he was first prime minister when his predecessor Abdou Diouf succeeded the retiring President Leopold Sedar Senghor. His term of office ended on 3 April 1983, his successor Moustapha Niasse officiated until April 29, then the office was abolished by a constitutional amendment. During his tenure, he was also Secretary General of his party. Diouf was now heads of state and head of government, Thiam since the parliamentary elections of February 27, 1983 President of the Parliament. In April 1984, he resigned from this post. From November 1984 to April 1991 he served as Chairman of the Board of the Bank Banque Internationale pour le Commerce et l' Industrie du Sénégal ( BICIS ).

In early 1994 came his government by economic problems and the significant devaluation of the CFA franc under pressure. In March 1995, Thiam formed a new government, which also included representatives of the opposition party Parti Démocratique far Sénégelais (PDS ) of the later President Abdoulaye Wade. The ministers of the PDS, including Abdoulaye Wade, left in March 1998 before the parliamentary elections that took place in May, the government. His term ended with his resignation on July 3, 1998.
