Harbourmaster

A harbor master is a public officer who is responsible in a large port for ship movements, safety and nautical management. The acting under the authority is called the port authority or port and Seemannsamt. In smaller ports a harbor master is responsible, in naval bases, a military port captain. The English name is Harbour Master or Captain of the Port. The relevant authority is called Port Authority.
