Harmonic and Individual Lines and Noise

Harmonic and Individual Lines and Noise ( HILN ) is a parametric audio codec. It is aimed at bitrates 6-16 kilobits per second for 4 to 8 kHz sampling rate and a frame length of 32 ms.

Each frame of the bit stream contains parameters for 32 ms, and the frame overlap up to half of the adjacent frames.
