Training

Noll studied sociology, economics, social policy and statistics at the Johann Wolfgang Goethe University in Frankfurt am Main. 1981 saw the promotion at Wolfgang Zapf for PhD at the University of Mannheim with a thesis on " employment opportunities and working conditions: A Social Report for the Federal Republic from 1950 to 1980 " (1982).

Research

From 1981 to 1987 Noll research associate in the SPES project and collaborative research center was 3 " Microanalytical Foundations of Social Policy" ( SFB3 ), then project managers and project leaders in CRC 3 During this time, he specialized in the field of sociology of the labor market and wrote in this framework did his thesis.

In 1987 he was appointed head of the newly created " Department of Social Indicators " by ZUMA (now CSA). The department is the permanent institutionalization of welfare research and social reporting in Germany as a research infrastructure facility. Various activities developed in the course of time. Teaching

Noll taught at the Universities of Mannheim and Heidelberg, the University of Tartu, the University of Fribourg, the Università degli Studi di Firenze and the École Nationale de la Statistique et de l' Administration Economique in Paris. In addition, he was invited to guest visits to various foreign institutes and universities.

Honorary Appointments

Noll was appointed to several scientific and policy advisory bodies, such as as a spokesman of the "Section Social Indicators " in the German Sociological Association (DGS ) or as President of the ISA Research Committee 55 " Social Indicators ". Most recently he was president until 2012 the " International Society for Quality of Life Studies" ( ISQLS ).

Noll acted beyond as an advisor in various research projects and was a member of the editorial boards of journals such as Social Indicators Research, Current Sociology and Applied Research in Quality of Life.

Scientific Importance

Noll's sociological significance is to have institutionalized the work of his teacher Wolfgang Zapf and his colleagues in SPES and CRC 3 and thus Germany secured a front rank position in the scale of social indicators research in international comparison. Germany thus became a leading player in this applied sociological sub-discipline. Noll has also helped to make the concept of social indicators at European level known and set up at Eurostat and the European Commission to a permanent job.
