Herman Van Rompuy

Herman Achille Van Rompuy ( [ ɦɛɾmɑn vɑn ɾɔmpœy̆ ]; born October 31, 1947 in Etterbeek ) is a Belgian politician of the Flemish Christian party - Democratisch en Vlaams (CD & V). It was December 30, 2008 to November 25, 2009 Belgian Prime Minister and head of government. On 19 November 2009 he was designated the first permanent President of the European Council and has held this post since December 1, 2009. March 1, 2012 Van Rompuy of the European Heads of State and Government for further two and a half years ( June 1, 2012 to November 30, 2014) confirmed in office and was elected at the same time for the same time as President of the Euro Summit.

Life

Herman Van Rompuy came as the son of Victor Van Rompuy and Germaine Geen to the world. He laid in 1965 at Sint -Jan Berchmans College in Brussels and received his secondary education in 1968 at the Katholieke Universiteit Leuven his BA in philosophy and in 1971 a Master's degree in Business Administration.

From 1973 to 1977 he was deputy chairman of the youth organization of the Christelijke Volkspartij (CVP ) that the CD & V in 2001, and in 1978 became a member of the party offices of the CVP. Having to 1975 as Attaché worked for Home Affairs at the National Bank of Belgium in 1972, he was then consultant in the private offices of the Prime Minister Leo Tindemans ( 1975-1978 ) and Minister of Finance Gaston Geens ( 1978-1980 ). From 1980 to 1988 he was director of the Centrum voor Politieke, Economische en Sociale Studies and taught from 1980 to 1987 at the Graduate School of Antwerp, and since 1982 at the Vlaamse Economische Hogeschool Brussel ( Vlekho ). From the mid- 1980s, Van Rompuy was part of the party leadership and was from 1988 to 1993 chairman of the CVP. He was also from 1988 to 1993 Member of the Belgian Senate. From 1993 to 1999 he held the office of Deputy Prime Minister and Minister for the Budget.

His ministerial career ended for the time being after a heavy election defeat of his party in June 1999, after which the CVP had to go into opposition. Since then, he has been a member of the Chamber of Deputies, to which he was elected President on July 12, 2007. In 2004 he received the honorary title of " Minister of State ".

After the failure of negotiations to form a federal government under the ordered to form a government Yves Leterme ( formateur ) Van Rompuy was established in August 2007 by King Albert II to finding a basis for new coalition negotiations ordered ( explorateur ). After the failure of ( eventually about yet -down ) short-lived five-party government Leterme in December 2008, the Flemish Christian Democrat was proposed by the king and the explorateur Wilfried Martens as the new head of government and on December 30, 2008 by King Albert II in the Office of the Prime Minister sworn. Van Rompuy is considered crucial figure in overcoming the crisis of 2007 /08 in the Flemish- Walloon conflict.

On 19 November 2009 Van Rompuy was appointed at a special summit of the European Council at its first permanent president. This office was re- established by the Treaty of Lisbon, which entered into force on 1 December 2009. Van Rompuy had been in the days before the summit as a compromise candidate in the interview, after other candidates such as Tony Blair and Jean -Claude Juncker were encountered in different national governments with resistance. As his new post with a head of government is inconsistent, he had to give up the post of Prime Minister of Belgium. On 25 November 2009, Van Rompuy government resigned closed and Yves Leterme was again appointed Prime Minister.

Chief of Cabinet Van Rompuy as President was Franciskus van Daele. The first few months in the new office were marked from creating a functional structure for a total of only 23 employees comprehensive new office and to establish its role among the other EU institutions, as well as by the global economic crisis in 2009 /2010.

In addition, his work is marked by the sovereign debt crisis in the euro area, especially by the Greek financial crisis. In the course of the euro rescue package was agreed in May 2010 and signed in July 2011, the European Stability Mechanism ( ESM).

March 1, 2012 Herman Van Rompuy was elected by the Heads of State and Government of the 27 EU Member States unanimously as president of the European Council. His second term will last two and a half years from 1 June 2012. According to this second term, he can not be selected again until November 30, 2014, as the term of office of the President of the European Council can be extended only once. Herman Van Rompuy was also appointed the first President of the Euro Summit - and for the same term as his presidency of the European Council. The Euro Summit will be held at least twice a year. For his commitment to the unification of Europe Council President Herman Van Rompuy receives the Charlemagne Prize in May 2014.

Van Rompuy is married and father of four children. His brother, Eric Van Rompuy, is also politician, he represents the CD & V Flemish Parliament. His sister, Tine Van Rompuy went on for several elections, including in the European elections in Belgium in 2009, the Communist Partij van de Arbeid. Rompuy is known for its modest, restrained occurrence in Belgium by the nickname The Sphinx. He writes haiku privately, in 2010 he published a book of haiku poems.
