Hertling cabinet

The Cabinet Hertling is the first Cabinet of the Empire, which came about in the Reichstag after consultation of the majority parties. The Social Democrats did not occur in the Cabinet because they did not want to complicate the already difficult to form a government.

Hertling belonged to the right wing of the Catholic Centre and was against a parliamentary system of the empire. The left wing by Matthias Erzberger was the opposite opinion, while the broad middle of his party wanted to be considerate of the right wing, but also saw the requests among Catholic workers to democratization. The center was the parliamentary system put no obstacles in the way and took no initiative itself therefore to prevent a split in the party. Hertling's chancellorship meant that the center and the left liberals took consideration of the restraining forces. This could get used to a partial parliamentary government way.
