The village area of Highland Falls comprises 2.9 km ², including 0.9% of water. The place is part of the set by the United States Census Bureau Poughkeepsie - Newburgh - Middletown Metropolitan Statistical Area and is also part of the larger New York Metropolitan Area. Highland Falls was founded in 1906 and was formerly known as Buttermilk Falls.

Data obtained from the census in 2000 3.678 residents of Highland Falls lived in 1,567 households; among them were 922 families. The population density was 1,279 per km ². In place 1,657 residential units were recorded. Among the population was 76.9 % White, 12.8% African American, 0.4% American Indian, 2.2 % Asian and 4.0 % of other ethnic groups; 3.8 % reported belonging to several ethnic groups.

Among the 1,567 households 28.9 % had children under the age of 18; 42.6 % were married couples living together. 35.6 % of households were single-person households. The average household size was 2.35 and the average family size 3.13.

The population was spread out with 24.0% under the age of 18, 7.1 % from 18 to 24, 30.6 % 25-44 years, 22.6% from 45 to 64 years and 15.7 % of 65 years or older. The median age was 38 years.
