Study and career

In 1980 he was elected mayor of the city -administered Tianjin. At the same time he was until 1982 secretary of the Party committee of the city.

Ascent to the member of the Standing Committee and loss of power

At the 13th Congress of the CPC in 1987, he was also elected a member of the Standing Committee of the Political Bureau of the Communist Party of China. He rose to leadership in the closest circle of heads of state and party leadership.
