The provisions of the Poor Law in the German Code of Civil Procedure ( ZPO) were replaced from 1 January 1981 by right of legal aid.

How The latter enabled the poor law against justification of need (then by presentation of proof of the living community, poverty witness called ) and when there is a sufficient prospect of success provisionally free run of a civil action, ie court costs and attorney fees were advanced by the state.
