Initial Operating Capability

Initial Operating Capability (IOC ) is the formal status of a project and is usually used in a military context. The Initial Operating Capability is usually considered achieved once the product has a usable value and can therefore be delivered to the user. For example, assign combat aircraft initially only limited capabilities, which are then upgraded piece by piece. Thus it can be delivered only with air -to-air capabilities an airplane for example first, which are then expanded at a later developmental stage to air -to-ground capabilities.

At a later time are all required properties fully operational, the full operational capability is declared.
