International Commission on Intervention and State Sovereignty

The International Commission on Intervention and State Sovereignty ( ICISS ) was established on the initiative of Canada's ad hoc commission with members of different nationalities, who proposed in 2001, to finally give up the concept of humanitarian intervention, and instead the concept of Responsibility to Protect ( " Responsibility to protect " ) suggested.
