International Development Association

The International Development Association (English International Development Association, IDA) is an agency of the World Bank Group.

History

The IDA was established in 1960. It depends in legal and financial terms of the World Bank and will be managed by it. The IDA plays a key role in the implementation of the poverty reduction strategy of the World Bank Group. It has the same objective as the IBRD, but their loans granted at much more favorable terms ( interest-free Running time 35 or 40 years, 10 years free, processing fee of 0.75% per year) to poorer countries. Formal entry requirement to the IDA credit is an average per capita income of up to 1,506 U.S. $ per year. Because of the limited IDA funds but applies to the procurement practice as an upper limit, a per capita income of 885 U.S. $.

The first IDA credit of U.S. $ 9 million was awarded on May 12, 1961, a road-building project in Honduras.

In fiscal 2003, IDA provided loans and grants totaling approximately U.S. $ 7.3 billion for 141 projects and programs in 55 countries. For several years, the allocation of funds is tied to the individual countries increasingly in the existence of favorable conditions for development. Since 1999, questions of good governance - including accountability, transparency, rule of law and participation - in this context a crucial role.

Unlike the IBRD, the IDA not obtained the funds for their loans on the capital markets, but they are financed by contributions from member countries, profit remittances from IBRD and, increasingly, from loan repayments. In the 13th replenishment of IDA (IDA 13), the IDA donor countries provided 14.5 billion U.S. $ in addition to the available ( German capital share: 10.3%, German voting rights approximately 7.0%). The recovery allowed the IDA between 2002 and 2005, a loan volume of about 26 billion U.S. $.
