IUCLID

IUCLID (International Uniform Chemical Information Database ) is a software application that is available for everyone (especially chemical companies and government agencies ) are available ( so intrinsically, danger -related) to collect data on certain characteristics to capture, store of chemical substances, maintain and exchange. IUCLID by the European Chemicals Bureau (ECB ) within the Institute for Health and Consumer Protection of the Joint Research Centre ( JRC) developed and maintained by the European Commission. IUCLID is free, and version 5 (IUCLID 5) has been available since 13 June 2007.

IUCLID 5 is the most essential tool for the chemical industry in order (eg registration of substances ) under REACH, an EU regulation concerning comply with their data reporting obligations of the production and use of chemical substances.

History

IUCLID versions 1 to 4

Over the years some 500 organizations worldwide have installed IUCLID 4 (firms in the chemical industry, competent authorities of the EU Member States, OECD Secretariat, U.S. EPA, Japan METI, service providers). These users will be able to migrate their IUCLID4 data into the new IUCLID 5 format.

IUCLID 5

IUCLID 5 which of the companies affected by REACH was in 2003, when clear that the EU would adopt the proposal for the REACH Regulation, sooner or later, the European Commission, IUCLID4 completely revise and create a fundamentally new version decided chemical industry will be used to comply with its data reporting obligations.

IUCLID is also mentioned in Article 111 of REACH as the data collection and reporting tool to be used.

IUCLID 5

Data format and data exchange

The storable in IUCLID data include information about:

  • The organization in which IUCLID locally running ( production, contact persons, etc. )
  • The chemical substance which is managed by the organization, or more precisely: composition,
  • Reference information such as CAS number, EINECS number, EC number and other key
  • Classification and labeling,
  • Physico-chemical properties,
  • Toxicological properties,
  • Ecotoxicological properties.

OECD and the European Commission have jointly developed a standard data format (XML) developed (OECD Harmonized Templates ) in which the IUCLID oa Stores data in order to facilitate data exchange. IUCLID 5 is the world's first application that converts these global data standard that is recognized by many national and international regulatory authorities.

Numerous agencies were involved in drafting and reviewing the OECD Harmonized Templates, including the Business and Industry Advisory Committee ( BIAC ) to the OECD, the CEFIC and other agencies and organizations.

Applications of IUCLID 5

Anyone can use a local IUCLID 5 installation in order to collect relevant data on chemical substances to store, maintain and exchange with others.

REACH

An affected by REACH company can export all the relevant IUCLID data in a REACH dossier and then transmit it to the European Chemicals Agency ( ECHA).

Other areas of application

Thanks to the compatibility of the IUCLID 5 data format with the OECD Harmonized Templates IUCLID 5 data can also be used for the creation of REACH dossiers for numerous other purposes ( again ). The IUCLID project team from the European Commission and international authorities Discussions are underway to extend the recognition of IUCLID 5 data on other non - REACH responsibilities.

Areas of legislation and programs, under which IUCLID 5 data are already recognized are:

  • OECD HPV Chemicals Programme
  • U.S. HPV Challenge Program
  • Japan HPV Challenge Programme (assuming that the OECD guidelines for SIDS Dossiers may apply)

IUCLID 5 also extends to the field of biocides / pesticides; this means that data that has been prepared for a substance under REACH can be relatively easily added to biocide / pesticide issues and used for data reporting obligations under the EU biocidal law.

Availability

The IUCLID 5 installation kit is issued since 13 June 2007 on the IUCLID website for free to all interested parties.

Technology

IUCLID development and installation

IUCLID 5 is a Java -based application and uses the Hibernate framework for the management of persistence. IUCLID 5 has a Java Swing user interface ( GUI) and can be installed on a single workstation as well as in a multi- user environment.

IUCLID 5 can be installed:

  • Either in a 100% open source environment, the Tomcat Web container and PostgreSQL as database system ( DBMS) used
  • Or in a commercial environment that uses the Web Logic Server from BEA Systems as an Application Server and / or Oracle as the database system ( DBMS).

IUCLID Minimum System Requirements

IUCLID can be installed on any modern PC. To ensure optimal performance, memory (RAM) should be at least 1 GB in size.
