Johannes Baumann

John Baumann ( born November 27, 1874 in Herisau, † September 8, 1953 ibid; native right ) was a Swiss politician (FDP).

As a lawyer, cantonal and federal politicians

Baumann studied law in Basel, Bern, Zurich and Leipzig. In 1897, he graduated with a doctorate and worked from 1898 in a law firm in Zurich. In 1900 he was elected Ausserrhoden in the district of the canton of Appenzell, he 1904/ 05 presided. In 1899 he was examining magistrate and Canton police director in Trogen, a post he held until 1905. On the occasion of his election to the Executive Council, he handed also be district mandate. He led the cantonal police and military directorate to 1931 and was determined by the rural community from time to time to Landammann. From 1911 to 1934 he was in the Senate.

As a Federal

On March 22, 1934 Baumann was elected to the Federal Council. He was President in 1938 and Vice President in 1937. On December 31, 1940, he handed over his office. During his tenure, he stood before the Justice and Police.

This department was after the war began for the implementation of refugee policy, the central responsibility, because it came from 1938 to 1942 in a transfer of competences from the cantons to the federal authorities. It is known that in EJPD ruled strong xenophobic and anti-Semitic tendencies and the police department concentrated its forces to the defense of refugees.
