Joint Aviation Authorities

The Joint Aviation Authorities (JAA ) was a merger of the civil aviation authorities from 34 European countries and a technical body within the European Civil Aviation Conference. They were dissolved at 30 June 2009, with most of their tasks of the European Aviation Safety Agency (EASA ) have been incorporated. Today, a training organization under the name of JAA -TO persists ( training organization ), which offers training in the aviation sector.

JAA member countries

Albania, Belgium, Bulgaria, Denmark, Germany, Estonia, Finland, France, Greece, Great Britain, Ireland, Iceland, Italy, Croatia, Latvia, Lithuania, Luxembourg, Macedonia, Malta, Moldova, Monaco, Montenegro, Netherlands, Norway, Austria, Poland, Portugal, Romania, Serbia, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey, Ukraine, Hungary, Cyprus

With the handover of the tasks of the former JAA to EASA, several former JAA Member States (eg Albania and Serbia ) and their aviation authorities are no longer actively participated as full members in decision-making on European regulations of aviation. Other states such as Turkey are excluded by the delegation of decision-making perfectly.

Joint Aviation Requirements (JAR)

The countries were designed with the JAR (Joint Aviation Requirements ) an extensive work for the regulation of aviation, which was implemented and monitored by the national aviation authorities into national law.

The aim of the JAR were high safety standards and harmonized regulations in Europe. The jars were:

Airworthiness

  • JAR -22 - Procedure for the certification of gliders and motor gliders
  • JAR -23 (now CS -23) - provision for the certification of aircraft engine to 5670 kg
  • CS- 23Light - Future regulation for the certification of engine aircraft up to 1200 kg
  • JAR-25 (now CS-25 ) - provision for the certification of aircraft from 5670 kg powered by turbines
  • JAR -27 (now CS -27) - provision for certification of small helicopters up to 3175 kg
  • JAR -29 (now CS -29) - provision for the certification of large helicopters from 3175 kg
  • CS -LSA - Future EASA Light Sport Aeroplanes (engine aircraft up to 600 kg (650 kg for seaplanes) )
  • JAR -VLA (now CS -VLA ) - rules for certification of light aircraft up to 750 kg (in the future to 890 kg and up to three seats)
  • Aerospace Recommended Practices: for example, ARP 4754 is a standard for the development of complex safety-critical systems

Operation ( JAR-OPS/EU-OPS )

  • JAR -OPS 1: Operating rules for commercial traffic with aircraft (meaning wing aircraft )
  • JAR -OPS 2: Operating rules for the non-commercial movement of aircraft
  • JAR -OPS 3: Operating rules for commercial traffic with helicopters
  • JAR -OPS 4: Operating rules for non-commercial traffic with helicopters

The JAR -OPS 1 was 2008 by Regulation ( EC) 3922/91 (EU -OPS 1, Commission Regulation (EC ) No 1899/2006, Commission Regulation (EC ) 859/2008 Annex III, Commission Regulation (EC ) No 8/2008 ) replaced.

Flight Crew Licensing (JAR -FCL )

Flight Crew Licensing (JAR -FCL ) contains the provisions for approval of cockpit personnel, ie pilots and flight engineers. In the German version of the JAR -FCL these as aircrew (English "flight crew" ) refers, in contrast to the cabin crew (English " cabin crew" ), the flight attendants.

Regulations regarding maintenance organizations and their staff are laid down in Regulation (EC ) No: 2042/2003 the Commission for the Member States of the EC set binding. In the annexes the administrative and technical requirements are detailed
